The Department of Health Care Services (DHCS) has released a request for applications (RFA) to support syringe service programs (SSP) to implement projects offering low-barrier access to treatment of opioid use disorder (OUD), as well as related supportive services such as case management and peer support. This opportunity will fund approximately 30 organizations that operate low-barrier OUD treatment projects. Applications are due by December 19, 2022, at 1:00 p.m. (PST).
New applicants may apply for a minimum of $200,000 and a maximum of $352,000 for the 16-month contract period. Partners with continuation contracts through March 31, 2023, may apply for a minimum of $200,000 and a maximum of $330,000 for their projects.
The goals of this funding opportunity include implementing low-barrier treatment to:
- Integrate opioid treatment services into existing sites and other harm-reduction services to increase the number of SSP sites where OUD treatment services are available and the number of SSP participants engaged in treatment.
- Reduce the risk of fatal and nonfatal opioid overdose.
- Support people who wish to reduce, modify, or eliminate their injection drug use or their illicit drug use in general.
- Integrate harm reduction concepts and strategies with opioid treatment programs or providers to increase trust and treatment retention, including for people who have experienced stigma and discrimination in health care settings.

DHCS has released a request for applications (RFA) for the California Hub and Spoke System (CA H&SS), which aims to improve access to medication-assisted treatment (MAT) for marginalized populations; improve MAT provider infrastructure and expand service hours and appropriate telehealth services; and broaden the concept of the patient population from an individual to include the family to maximize recovery capital, support family resiliency, and destigmatize treatment. Entities may apply to receive up to $1 million annually to fund prevention, assessment, diagnosis, treatment, and recovery of opioid and substance use disorders. Any Medi-Cal providers licensed to provide MAT services in California will be eligible to apply.
This funding will be used to further the development and implementation of regional “Hubs” (Regional Centers of Excellence in MAT) and “Spokes” (any federally approved DATA-2000 waivered prescribers who prescribe or dispense buprenorphine) that collectively coordinate on outreach, patient services, and training and technical assistance to enhance the opioid and substance use continuum of care. The ATSH Learning Network is a 15-month learning opportunity that offers continued support to alumni of the Center for Care Innovations’ (CCI) previous addiction treatment learning collaboratives – Treating Addiction in the Primary Care Safety Net and Addiction Treatment Starts Here. It offers a mechanism for California clinics with mature MAT programs to continue to refine and expand the MAT work undertaken thus far. In lieu of grants to participants, CCI is offering a free peer-sharing environment and an array of technical assistance to strengthen and expand existing MAT programs. The Learning Network will launch in March 2023 and conclude in June 2024.

The ATSH Equity-Centered Community Learning Collaborative is for health center sites with established medication for addiction treatment (MAT) programs. Up to 20 California health center sites will be selected to participate in this 16-month program, which will offer a variety of technical assistance to support organizations in expanding the reach of existing MAT programs and addressing inequities in substance use disorder treatment and outcomes. Each site will receive a grant of up to $75,000. The Equity Collaborative will launch in February 2023 and conclude in June 2024.

The DUI MAT Integration/Outreach Project works to create new opioid use disorder and polysubstance use disorder treatment access points through integration with DUI Programs across California.
The California Association of DUI Treatment Programs (CADTP) is currently recruiting 54 DUI Programs to participate in the DUI MAT SOR III Project Grant. Participating DUI Programs will receive $74,900, paid quarterly from January 1, 2023 through June 30, 2024.
The RFA will be released at the webinar and applications are due on November 25, 2022.
